1) Start with a strong logo that reflects who and what you are. Keep it simple. Incorporate a specific color and shape to enhance overall recognition and impressions.
2) Make thousands of custom (screen printed) stickers every year and distribute them liberally to anyone who wants one (or five).
3) Continue. Don’t change logo. Don’t stop distributing.
Of course, for this to work you need a great, consistent product/service so that there are always enthusiastic people to help spread the word – and the stickers.

There is a saying in business that goes like this: "You don't make money by working hard, you make money by getting other people to work hard for you." This is why Car stickers outperform other kinds of media.

I can remember when I was a child and barely knew where Vermont was, everywhere I would see a bumper sticker that read, "I LOVERMONT". Everywhere you went in the US and perhaps abroad you would see these stickers on the bumpers of cars. That must have been an extremely effective campaign for the tourism department like the Sugarloaf example you give.
